Measures to help the homeless

On 1st April, the Minister of State at the Department of the Environment, Heritage and Local Government Michael Finneran told Terence Flanagan (FG, Dublin NE) that he had just announced an enhanced package of measures to help local authorities make progress toward their targets of providing long-term housing for homeless people, a key element of which was the allocation of €20m capital funding for approved housing bodies to obtain accommodation.  This would leverage properties either through leasing or purchase by private funding or possibly through borrowing from the Housing Finance Agency (Dail Eireann, Debates, 1st April 2010, 362).

At the same time, the the Minister of State at the Department of the Environment, Heritage and Local Government Michael Finneran  brought the Dail up to date on the integration of the Affordable Homes Partnership, the National Building Agency, the Centre for Housing Research and the Homeless Agency would form the new Housing and Sustainable Communities Agency (HSCA).  He told Tommy Broughan (Lab, Dublin NE) that an implementation group had been set up, comprising personnel from his department, the Department of Finance, the CCMA and the CEO designate of the new agency which was currently working to bring the agency through to establishment and finalize governance and accountability arrangements (Dail Eireann, Debates, 1st April 1010, 360).
