Oireachtas Brief 21 (OB21) covers two debates only in the 31st Dail and 24th Seanad for October 2011, the two-day debate on the voluntary and community sector and the debate on the Dormant Accounts Board.  The next report, OB22, to be issued shortly, will be the normal digest.   OB23 covers November 2011 and will be published before end December.
