2       Legislation and appointments

The following legislation was passed before the summer break: the Criminal justice (psychoactive substances) Bill, 2010 (head shops); the Civil partnership and certain rights and obligations of cohabitants Bill, 2009; and the Health (amendment) Bill, 2010 (enabling the health services to pass on files concerning children who died in care).  The Immigration, Residence and Protection Bill, 2008 was withdrawn.

Several committees were renamed to bring them into alignment with the changed functions and descriptions of departments made earlier in the summer.  The new titles are:

Tourism, culture, sport, community, equality and Gaeltacht Affairs

Education and skills

Enterprise, trade and innovation

Justice, defence and women’s rights

Justice and law reform

Social protection (Seanad Eireann, 7th July 2010, 135-6).

The following appointments were made to committees:

Climate change: Dinny McGinley (FG, Donegal SW) replaced Sean Barrett (FG, Dun Laoghaire)
Economic regulation: John Perry (FG, Sligo – N Leitrim) replaced Leo Varadkar (FG, Dublin W)
European scrutiny: Brendan Howlin (Lab, Wexford) replaced Joe Costello (Lab, Dublin C)
Constitutional amendment on children: Charles Flanagan (FG, Laois Offaly) replaced Michael Noonan (FG, Limerick E)
Communications, Energy and Natural Resources: Leo Varadkar (FG, Dublin W) replaced Simon Covenery (FG, Cork SC)
Education & Skills: Fergus O’Dowd (FG Louth) replaced Frank Feighan (FG, Roscommon – Leitrim S)
Enterprise, Trade & Innovation: Richard Bruton (FG, Dublin N) replaced Leo Varadkar (FG, Dublin W)
European affairs: Sean Barrett (FG, Dun Laoghaire) and Brendan Howlin (Lab, Wexford) replaced Billy Timmins (FG, Wickow) and Joe Costello (Lab, Dublin C)
Finance and public service: Michael Noonan (FG, Limerick E) replaced Sean Barrett (FG, Dun Laoghaire)
Foreign Affairs: Sean Barrett (FG, Dun Laoghaire) replaced Michael Noonan (FG Dun Laoghaire)

Social Protection: Michael Ring (FG, Mayo) replaced Olwyn Enright (FG, Laois Offaly)
Tourism, culture, sport, community, equality and Gaeltacht Affairs: Paul Gogarty (GP, Dublin W), Jimmy Deenihan (FG, Kerry N) and Frank Feighan (FG, Roscommon – S Leitrim) replaced Mary White (GP, Carlow Kilkenny), Olivia Mitchell (FG, Dublin S) and Michael Ring (FG, Mayo)
Transport: Simon Coveney (FG, Cork SC) and Joe Costello (Lab, Dublin C) replaced Fergus O’Dowd (FG, Louth) and Tommy Broughan (independent, Dublin NE).
Public accounts: Pat Rabbitte (Lab, Dublin SW) replaced Tommy Broughan (independent, Dublin NE) (Dail Eireann, Debates, 8th July 2010, 376-7).

The Dail has adjourned until 29th September and the Seanad sine die.
