2 News: Appointment Homelessness Policy Implementation Team

The Minister of State at the Department of the Environment, Community and Local Government, Jan O’Sullivan, told the Dail that on 25th February the government had approved the establishment of a Homelessness Policy Implementation Team and an implementation unit, whose task would be to oversee the implementation of the Homelessness Oversight Group’s first report (Dail Eireann, Debates, 11th March 2014, 289-290).  Three days later, she elaborated its role, which was to prepare and publish a structured, practical plan to make the transition from a shelter-led to a sustainable housing-led response to homelessness (Dail Eireann, Debates, 12th March 2014, 414-418).  The delivery plan would include securing a ring-fenced supply of accommodation to housing homeless households within the next three years.  Actions would be direct, immediate and solutions-based.  The team was led by an official of her department and included senior officials from the Department of Social Protection and the HSE, the managers of Dublin city and Monaghan County Council to represent the local authorities (there was no mention of representation of voluntary and community organizations – ed).  The team would report to the cabinet committee on social policy in April 2014 and quarterly thereafter.
