New housing policy

The Minister of State at the Department of the Environment, Community and Local Government, Willie Penrose, told Tommy Broughan (Lab, Dublin NC) that on 16th June he had launched the government’s new housing policy  (Dail Eireann, Debates, 23rd June 2011, 644-5).  It emphasized choice, equity across tenures and delivering quality outcomes for the resources invested.  In the case of social housing, the stress would be on meeting the most acute needs and those unable to provide housing from their own resources.    Current financial parameters ruled out a return to very large capital funded programmes by local authorities.  The government was committed to responding more quickly and on a larger scale to social housing support needs through a variety of mechanisms, such as increased social housing, the Rental Accommodation Scheme, leasing, options to purchase, build to lease and loan finance, as well as sourcing units for social housing through NAMA.
