Programme and departmental re-shuffles

The Minister for Community, Equality and Gaeltacht Affairs, Frances Fitzgerald, told Eamon O Cuiv (FF, Galway W) that the Clar programme was now being wound down, had ceased to take new applications in 2008 and that the government capital review had decided in July 2010 that such investment needs should be met by the government department concerned. Funding had reduced from €24m in 2008 to €0.5m this year, sufficient to meeting outstanding commitments (Dail Eireann, Debates, 14th April 2011, 281).  This was one of a series of announcements made as the new government continued its programme of administrative, funding and departmental re-organization, a number of different elements of which are reviewed here.


Asked about the RAPID programme, she told him that its budget had fallen from €9m in 2009 to €2.5m this year.  Her department was assessing the case for changing its policy direction to focus on coordination and local consultation roles and to enhance the opportunities for input by residents in disadvantaged areas (Dail Eireann, Debates, 14th April 2011, 283).
