2 News: Homeless strategy updated by end 2011

The Minister of State at the Department of the Environment, Community and Local Government Willie Penrose told Michael Healy Rae (ind, Kerry S) that the government was, in accordance with the Programme for government, reviewing and updating the homeless strategy (Dail Eireann, Debates, 2nd November 2011, 446). This would be concluded later this year and would involve the establishment of clear performance targets and timelines for the delivery of accommodation units.  It was essential to move away from an outdated emergency hostel-based approach to a resettlement culture that promoted independent living, coupled with a reconfiguration of homeless services.  He was determined to adopt a housing-led approach, rather than just managing homelessness.  This would mean a reduction in temporary accommodation and a move to suitable housing tenancies, meeting acute needs, but financial constraints ruled out a return to large capital funded construction by local authorities. The Pathway Accommodation and Support System (PASS) of accommodation management in use in Dublin would be rolled out to the rest of the country so as to provide quality, timely data on homelessness nationally.

 

Later, the Minister for the Environment, Community and Local Government Phil Hogan, told Patrick Nulty (Lab, Dublin W) that PASS would first be rolled out in Cork, Kerry, Louth, Monaghan and Cavan, followed by the rest of the country by end 2012 (Dail Eireann, Debates, 15th November 2011, 686).  PASS would determine the numbers homeless in Dublin in 2011, while the Counted in survey would take place later this month or early next in Cork, Limerick and Galway.
