OPEN Seven is too young report

The Minister for Social Welfare, Joan Burton, gave her views to Aengus O Snodaigh (SF, Dublin SC) on the OPEN report Seven is too young (Dail Eireann, Debates, 1st March 2012, 701-2).  She had read and noted the report, she told him, adding that long-term welfare dependency and passive income support to individuals of working age was not considered in the best interest of the recipient or of his or her children or society.  The reduction in the age limit of the youngest child moved the one parent family payment toward a single means-tested social assistance system which would end the categorization of payments, including lone parents into different payment types and they would then be directed to the supports and services they needed to take up or return to employment.
