Premium rate service licence for charities

The Minister for Communications, Energy and Natural Resources Pat Rabbitte told Eoghan Murphy (FG, Dublin SE) that there was no charge for charitable organizations providing premium rate services, which were subject to the Commission for Communications Regulation, ComReg (Dail Eireann, Debates, 20th March 2013, 232).  It could be done electronically online for convenience and the licence allowed charitable organizations to reassure potential contributors that the service was regulated and ComReg could intervene on the part of contributors if disputes arose.
