The Minister for the Environment, Community and Local Government, Phil Hogan, gave details to Eamon O Cuiv (FF, Galway W) of the status of the RAPID programme  (Dail Eireann, Debates, 10th May 2011, 910). He confirmed that its allocation had fallen from €9m in 2009 to €2.5m this year (capital allocation).  His department was assessing the case for changing its direction to the coordination and local consultation roles of the programme and enhancing the opportunities for input by residents in disadvantaged areas.  Consultations with the national monitoring committee and the chairs and coordinators of the area implementation teams would take place in due course.  Later, he told Bernard Durkan (FG, Kildare N) that €3.16m was being provided this year to support projects under the leverage scheme, to be focussed on frontline services in the most socially deprived communities (Dail Eireann, Debates, 26th May 2011, 589-590).  He was satisfied that this year’s allocation was sufficient for progress to be made with small-scale co-funded projects.  As for the CLAR programm, the minister confirmed to Bernard Durkan (FG, Kildare N) that the programme was being wound down, with €500,000 allocated to 143 projects, mainly sports capital projects (Dail Eireann, Debates, 26th May 2011, 589).
