Funding for social housing, dormant accounts

The Minister of State at the Department of the Environment, Community and Local Government, Willie Penrose, told Catherine Murphy (ind, Kildare N) that although €114m had been supplied to local authorities for capital assistance for voluntary social housing projects in the areas of homelessness, older people and disability in 2010, ‘due to the current level of commitments and having regard to available funding,  new projects will only be considered in the event of a new call for proposals.  A decision on whether a call for proposal will issue in 2011 will be make later this year’ (Dail Eireann, Debates, 20th July 2011, 743).  Under the department’s capital loan and subsidy scheme, €16.3m was provided in 2010 but it was now being wound down, no further projects would be considered and allocated funding must be claimed and drawn down by end 2011.

The Minister for the Environment, Community and Local Government, Phil Hogan, was asked by Eoghan Murphy (FG, Dublin SE) when would the Dormant Accounts Board be dissolved.  The minister told him that the new Dormant accounts (amendment) Bill, 2011 was at an advanced stage of preparation and was on schedule for publication during the current parliamentary session  (Dail Eireann, Debates, 30th June 2011, 390).  In the past, the government had allocated dormant accounts through three interdepartmental committees responsible for disability, educational disadvantage and economic and social disadvantage.  The Dormant accounts budget for 2011 was fully committed to existing projects to ensure that legal contracted requirements were met.
